Despite decades of investment, CCS has repeatedly failed to cut emissions, yet the Commission continues channelling billions to a technology that prolongs polluting industries like oil, gas, plastics, and chemicals. This is a significant financial return on the fossil fuel industry\u2019s lobby spending.<\/p>\n\n\n<div class='w3eden wpdm_package_shortcode'><div class=\"download-block without-thumb\">\n<div class=\"download-block-title h3\">Download<\/div>\n  <div class=\"download-block-wrapper\">\n    <div class=\"download-block-content\">\n      <div class=\"download-block-text\">\n        <div class=\"title h3\">Mapping the money behind carbon capture<\/div>\n        <div class=\"overline-02 text-gray-500 subtitle\">REPORT PDF | 332.18 KB<\/div>\n      <\/div>\n      <a class='wpdm-download-link download-on-click btn btn-secondary '  rel='nofollow' href='#' data-downloadurl=\"https:\/\/www.recommon.org\/en\/download\/mapping-the-money-behind-carbon-capture\/?wpdmdl=23234&refresh=69e19162d9aaf1776390498\">Download<\/a>\n    <\/div>\n  <\/div>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>European public subsidies for CCS have reached over&nbsp;\u20ac17 billion&nbsp;<\/strong><\/h3>\n\n\n\n<p>Data compiled by Oil Change International (OCI)<sup>a<\/sup>&nbsp;shows the EU, its member states, and Norway have committed nearly&nbsp;<strong>\u20ac<\/strong>17.3 billion in public money since 2001 to CCS projects and fossil based hydrogen projects that plan to utilize CCS.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The EU\u2019s subsidies for CCS have soared in the past two years. After committing around \u20ac3 billion between 2001 and 2023, this figure has more than doubled to over \u20ac6.2 billion by late 2025. Member states, including Belgium, Denmark, the Netherlands, and Sweden, have added \u20ac6.1 billion. Norway &#8211; central to Europe\u2019s CCS plans and&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=celex:52024DC0062\" target=\"_blank\" rel=\"noreferrer noopener\">Industrial Carbon Management Strategy (ICMS)<\/a>, despite being outside the EU &#8211; has spent \u20ac5 billion on CCS.&nbsp;<\/p>\n\n\n\n<p>Major fossil fuel companies&nbsp;<a href=\"http:\/\/corporateeurope.org\/en\/CarbonCoupRevisited\">active in the ICM Forum<\/a>&nbsp;are poised to benefit from these public subsidies. Available data does not make clear how much each has received. However, Equinor, which&nbsp;<a href=\"https:\/\/circabc.europa.eu\/ui\/group\/75b4ad48-262d-455d-997a-7d5b1f4cf69c\/library\/c5cd0d90-d0a6-4fc6-b259-ad7124f83a22\/details?download=true\" target=\"_blank\" rel=\"noreferrer noopener\">co-chairs<\/a>&nbsp;a forum working group, is involved in 14 projects that have received \u20ac2.7 billion in public funds, while Shell, co-editor of the same working group\u2019s most recent report, is involved in 12 projects that have received about \u20ac5 billion. 70% of the subsidies OCI has tracked are committed to projects still in the planning stage, many of which are moving slowly.&nbsp;<\/p>\n\n\n\n<p>For example, the Kairos@C project, which&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/system\/files\/2022-07\/if_pf_2022_kairos_en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">secured<\/a>&nbsp;\u20ac360 million from the EU, is at a&nbsp;<a href=\"https:\/\/www.industrylinqs.com\/chemicals\/2025\/03\/basf-antwerp-delays-ccs-project-again-no-multi-billion-investment-without-government-backing\/\" target=\"_blank\" rel=\"noreferrer noopener\">standstill<\/a>&nbsp;because \u201cthe business case isn\u2019t yet viable\u201d, and chemicals giant BASF has delayed a final investment decision. Norway\u2019s flagship project, the heavily subsidised Northern Lights, is still in early operation and lacking transport&nbsp;<a href=\"https:\/\/www.ftm.eu\/articles\/norway-carbon-capture-landmark-project\" target=\"_blank\" rel=\"noreferrer noopener\">capacity<\/a>&nbsp;for the 5 million tons of storage it envisages in its second phase. This casts serious doubt on Norway\u2019s vision of a booming CO2 import market. Even with billions in public money, CCS is failing. It is capital-intensive, risky, infrastructure-heavy, and in&nbsp;<a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/abbd02\" target=\"_blank\" rel=\"noreferrer noopener\">many<\/a>&nbsp;cases less&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/carbon-capture-will-not-play-major-role-steel-decarbonisation-report-says-2024-04-17\/\" target=\"_blank\" rel=\"noreferrer noopener\">effective<\/a>&nbsp;than electrification and energy efficiency.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"382\" src=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-1_for-website.png\" alt=\"\" class=\"wp-image-23227\" srcset=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-1_for-website.png 800w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-1_for-website-300x143.png 300w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-1_for-website-768x367.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The fossil fuel industry is behind the push for CCS<\/strong><\/h3>\n\n\n\n<p>Corporate Europe Observatory (CEO) has exposed how the European Commission\u2019s ICM Forum (formerly the \u2018CCUS Forum\u2019) is<a href=\"https:\/\/corporateeurope.org\/en\/carboncoup\">&nbsp;dominated and steered by<\/a>&nbsp;fossil fuel industry lobbyists. Its working groups produce recommendations for the Commission, effectively inviting the fossil fuel industry to shape EU policy. The Commission\u2019s subsequent strategy (the ICMS)&nbsp;<a href=\"https:\/\/corporateeurope.org\/en\/carboncoup\">closely mirrors<\/a>&nbsp;these recommendations.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/energy.ec.europa.eu\/events\/5th-industrial-carbon-management-forum-2025-12-08_en\" target=\"_blank\" rel=\"noreferrer noopener\">5th forum<\/a>&nbsp;in Athens is co-hosted by HEREMA, a Greek state-owned oil company with an&nbsp;<a href=\"https:\/\/gr.linkedin.com\/company\/herema\" target=\"_blank\" rel=\"noreferrer noopener\">explicit goal<\/a>&nbsp;of increasing oil and gas production.<sup>b<\/sup>&nbsp;HEREMA\u2019s CO2 storage project in Prinos, Thassos, is facing&nbsp;<a href=\"https:\/\/co2-syntonistiki-thassos.com\/en\/ccs-prinos\/#anker13\" target=\"_blank\" rel=\"noreferrer noopener\">strong local resistance<\/a>&nbsp;due to&nbsp;<a href=\"https:\/\/co2-syntonistiki-thassos.com\/en\/ccs-prinos\/#anker12a\" target=\"_blank\" rel=\"noreferrer noopener\">risks of<\/a>&nbsp;CO2 leakage, groundwater pollution, and earthquakes.&nbsp;<\/p>\n\n\n\n<p>Since last year\u2019s&nbsp;<a href=\"https:\/\/corporateeurope.org\/en\/CarbonCoupRevisited\">ICM Forum in Pau, France<\/a>, all four working groups mandated to help implement the ICMS&nbsp;<a href=\"https:\/\/energy.ec.europa.eu\/topics\/carbon-management-and-fossil-fuels\/industrial-carbon-management\/icm-forum-and-working-groups_en\" target=\"_blank\" rel=\"noreferrer noopener\">have published recommendations<\/a>. Each group had fossil fuel industry co-chairs and\/or report editors, including Equinor, the International Association of Oil &amp; Gas Producers (IOGP), and six others (see Figure 2).<sup>c<\/sup>&nbsp;These eight fossil fuel groups alone spend nearly \u20ac20 million a year lobbying Brussels<sup>d<\/sup>&nbsp;&#8211; and the Commission is listening to them.&nbsp;<\/p>\n\n\n\n<p>The IOGP-led infrastructure working group most recently&nbsp;<a href=\"https:\/\/circabc.europa.eu\/ui\/group\/75b4ad48-262d-455d-997a-7d5b1f4cf69c\/library\/4c7c08d8-92b9-4804-8385-7231332f7327\/details?download=true\" target=\"_blank\" rel=\"noreferrer noopener\">urged the EU<\/a>&nbsp;to \u201csimplify\u201d and \u201cspeed up\u201d approval for CO2 infrastructure. Since then, the Commission has acted on this through the&nbsp;<a href=\"https:\/\/corporateeurope.org\/en\/2025\/11\/dirty-industrial-deal-faqs-part-iv-hydrogen-carbon-capture\">Clean Industrial Deal<\/a>&nbsp;and other upcoming laws, deregulating planning processes in a way that could jeopardise vital environmental and social protections.<sup>e<\/sup>&nbsp;Expanding CO2 infrastructure poses a&nbsp;<a href=\"https:\/\/www.ciel.org\/issue\/carbon-capture-and-storage\/\" target=\"_blank\" rel=\"noreferrer noopener\">massive danger<\/a>&nbsp;to local communities and their health, while diverting attention from urgent climate action and locking in dependence on fossil fuels. We need to&nbsp;<a href=\"https:\/\/fossilfreepolitics.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">cut fossil fuel interests out of politics<\/a>&nbsp;\u2013 not invite them to write policy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"418\" src=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-2_for-website.png\" alt=\"\" class=\"wp-image-23229\" srcset=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-2_for-website.png 800w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-2_for-website-300x157.png 300w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-2_for-website-768x401.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>CCS is more expensive and less effective than alternatives and proven to fail&nbsp;<\/strong><\/h3>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/ieefa.org\/sites\/default\/files\/2024-10\/IEEFA%20Carbon%20capture%20and%20storage-Europe%27s%20climate%20gamble.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;from the Institute for Energy Economics and Financial Analysis (IEEFA) calls the EU\u2019s CCS plans \u201ctoo complex, too expensive, and too late\u201d for net-zero goals, with costs to the taxpayer of around&nbsp; \u20ac140 billion. The IPCC ranks CCS among the&nbsp;<a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/\" target=\"_blank\" rel=\"noreferrer noopener\">least effective<\/a>&nbsp;emissions reduction methods, and an&nbsp;<a href=\"https:\/\/www.smithschool.ox.ac.uk\/news\/heavy-dependence-carbon-capture-and-storage-highly-economically-damaging-says-oxford-report\" target=\"_blank\" rel=\"noreferrer noopener\">Oxford study<\/a>&nbsp;finds high-CCS pathways could cost $30 trillion more globally than renewable alternatives.&nbsp;&nbsp;<\/p>\n\n\n\n<p>CCS is not only costly but technically challenging, with a 50-year record of failure. Even with $83 billion invested since the 90s,&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S030142152100416X?via%3Dihub\" target=\"_blank\" rel=\"noreferrer noopener\">nearly 80% of large-scale projects fail<\/a>, and only&nbsp;<a href=\"https:\/\/www.ogci.com\/wp-content\/uploads\/2024\/08\/CSRC_Cycle_4_Main-Report_August_2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">52Mt of carbon dioxide have ever been stored<\/a>&nbsp;long-term. This highlights the unlikeliness of achieving the EU\u2019s stated goal of storing 280Mt CO2 per year by 2040.&nbsp;<\/p>\n\n\n\n<p>Despite decades of overpromising and under delivering, CCS backers still push the technology and lobby for more public funding. At COP30 in Brazil,&nbsp;<a href=\"https:\/\/www.ciel.org\/news\/531-carbon-capture-and-storage-lobbyists-gained-access-to-cop30-climate-talks\/\" target=\"_blank\" rel=\"noreferrer noopener\">531 CCS lobbyists<\/a>&nbsp;gained access to the UN climate talks\u2014showing just how hard the industry works to sell its fairytale.&nbsp;Industry has been promising CCS is about to take off for decades, when the reality shows failure after failure; meanwhile, despite its naysayers, wind and solar capacity have soared.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"371\" src=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-3_for-website.png\" alt=\"\" class=\"wp-image-23231\" srcset=\"https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-3_for-website.png 800w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-3_for-website-300x139.png 300w, https:\/\/www.recommon.org\/wp-content\/uploads\/2025\/12\/Fig-3_for-website-768x356.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Fossil free politics needed for real zero emissions&nbsp;<\/strong><\/h3>\n\n\n\n<p>Europe is showering public money on a dangerous distraction designed to keep Big Oil and Gas in business. Why? Because it is listening to their lobbyists.&nbsp;<a href=\"https:\/\/fossilfreepolitics.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rejecting fossil fuel influence is vital<\/a>&nbsp;if the EU is to deliver&nbsp;<a href=\"https:\/\/www.realzeroeurope.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">real solutions to the climate crisis<\/a>&nbsp;instead of fossil fuel industry delay tactics like CCS.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No more public money to CCS.<\/li>\n\n\n\n<li>No more corporate capture by the fossil fuel industry.<\/li>\n\n\n\n<li>No more ICM Forum.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><sup>a Oil Change International database of CCS and fossil hydrogen subsidies.
